Problem

During the first 3 s3\,\text{s} of motion, a wheel’s angular position changes in such a way that its instantaneous angular velocity at t=3 st=3\,\text{s} is zero, yet its average angular velocity over the entire 0–3 s0\text{–}3\,\text{s} interval is not zero. In one or two sentences, explain how this situation is physically possible.
