Problem

Someone argues: "I generated 10 00010\,000 values from my generator and put them in a histogram of 100100 bins. Every bin held very close to 100100 counts, within the count\sqrt{\rm count} scatter expected from chance. A flat histogram like this means the numbers are genuinely random, so I can safely use this generator to fill a three-dimensional Monte Carlo grid." Find the error in this reasoning, and describe the further test that should be applied before trusting the generator for that purpose.
