Problem

A regional emergency-services radio allocation is 12 MHz12\,\mathrm{MHz} wide. Each channel carries frequency-modulated voice with a peak deviation fdev=5 kHzf_{\rm dev}=5\,\mathrm{kHz} and speech up to fm=3 kHzf_m=3\,\mathrm{kHz}, and adjacent channels are separated by a 5 kHz5\,\mathrm{kHz} guard band beyond the Carson-rule transmitted bandwidth. Estimate how many channels the allocation can hold.
