The Nucleus Resolved, Ch Fission: the double-humped barrier and the shells the drop cannot see

Problem

Someone argues: "One thermal fission of 235U{}^{235}\mathrm{U} releases 202.5 MeV202.5\,\mathrm{MeV} in total, shared among fragment kinetic energy, prompt and delayed radiations, and antineutrinos (which carry 8.8 MeV8.8\,\mathrm{MeV} of the total). Since energy is conserved, a calorimeter enclosing the reactor core must register the full 202.5 MeV202.5\,\mathrm{MeV} per fission as heat." Find the error in this claim, and state the energy actually deposited locally per fission.
